Dear Maintainer,

the report applies to 11.1.0-1 (from experimental) too.

I'm currently packaging the upcoming TeXInfo version 7.3 and the pre-releases
already landed in experimental. Consequently we run some build tests to figure
if an upload to unstable would cause FTBFS bugs. We found that octave is 
affected.

The error message striking in the logs is:

Function-Index.html: reached EOF without finding data start pattern at 
./doc/interpreter/mk-qthelp.pl line 77, <$HTML> line 4580.
make[3]: *** [Makefile:32530: doc/interpreter/octave_interpreter.qhc] Error 255

Seems some tools in the octave package expect specific pattern in the
generated files and these changed between 7.2 and 7.3 (see #1030318).
