Dear Maintainer,

As stated in debian/source/format, binutils is a modern "3.0 (quilt)" package,
so the handling of the patches is now done by dpkg.

Please remove usage of quilt from these 4 files:

 debian/tests/control:  bison, flex, gettext, texinfo, dejagnu, quilt, chrpath, 
dwz, debugedit (>= 4.16),
 debian/rules:update-patches: export QUILT_PATCHES := debian/patches
 debian/rules:   while quilt push; do \
 debian/rules:     quilt refresh --no-timestamps --no-index -pab --sort; \
 debian/control.in:  bison, flex, gettext, texinfo, dejagnu, quilt, chrpath, 
dwz, debugedit (>= 4.16),
 debian/control:  bison, flex, gettext, texinfo, dejagnu, quilt, chrpath, dwz, 
debugedit (>= 4.16),

etc/update-copyright.py will stay unchanged of course

I guess the ad-hoc update-patches convenience rule could stay too,
so the changes are down to removing "quilt,"
from debian/control, debian/control.in & debian/tests/control
