We are making good progress all togheter cleaning up old outdated/confusing packaging practices. See https://trends.debian.net/ kexec-tools has an extraneous/stale build-dependecy on 'quilt'. With modern '3.0 (quilt)' packages this build-dependency is not needed anymore: the task of applying the patches at build-time is handled by dpkg itself. The explicit dependency on 'debhelper (>= 10.0.0),' is useless too and implied byt the one on 'debhelper-compat (= 13),'.
