According to Debian Policy § 2.2.1, it is not allowed for a package in main to recommend a package that is not in main. In the case of alternatives, the first in the list must be in main. If a package is still in Recommends (or even Suggests), apt will keep the package installed even though it no longer is possible for the package to receive security updates.
