Dear Debian tuxpaint package maintainer, Your package build-depends on libkf5service-bin, because the package used to use the kbuildsycoca5 binary [2] but it is no longer the case. Such build-dependency is not necessary and blocks the KF5 removal [1]. Please remove such build-dependency in your next package upload.
