It is not acceptable that the previous upstream version (containing the AFL) is published as *.orig.tar.gz in the Debian archive.

You can upload it again if upstream fixed it.

Please note the patch in the package (cherry-picked from upstream)
which fixes the license mismatch:

and as per the note in d/copyright, upstream recently finished their
relicensing to expat-only (previously it was a mixture of AFL +
expat)
