I just scrolled through this report and it seems like an amazingly tedious job to maintain such black-/whitelists.
I have no better suggestions on how to deal with this issues but may I suggest to advertise this bug URL on the "Forbidden Page" so that non- "experts" have a chance of finding the unblock process? (I was under the impression that the site was down for maintenance for a very long time before I started investigating.) Thanks for all the work you put into this maintenance!
