It works in pbuilder and sbuild, which is the important thing.

Yes that is rather silly.  I copied the installation paths from
pcmcia-cs into cis-tools, but that doesn't make much sense now.

I made that change upstream in cis-tools 0.2 and will upload that to
Debian shortly.
