Explanation from a KDE dev (https://bugs.kde.org/show_bug.cgi?id=519107#c8 ):
“KQuickImageEditor falls back to a different implementation of stack blur when
not built with OpenCV and that one seems to be bugged.
You should send a bug report to Debian about KQuickImageEditor not being built
with OpenCV (it has a much faster stack blur).”

The issue it would solve is a regression in KDE Spectacle’s drawing tools: when
you want to draw a line/arrow/text/… on a screenshot, the shadow option is
broken and draws a black rectangle instead.
