No, thumbnailing is done using stock GTK functionality but we enable it
explicitely. If it takes 10 seconds to render a 715k .gif, a
performance bug should be filed against GTK+.

The size of base64-encoded parts is 4/3 the real size, to be precise.

was readily accessible.

No need to do that. Non-blocking I/O is implemented on all mail
protocols (POP3, IMAP4, SMTP) and requesting non-blocking I/O in NNTP
to upstream will be rejected, mainly because the three-developers core
team doesn't care about NNTP.
