according to upstream this issue was solved in a commit. Unfortunately I can't test that patch. For now I mark that issue as solved in upstream and will test it before new release.
We now have gettext 0.26 in Debian experimental, I had the chance to build the texinfo git and I can confirm that the issue is solved.
The tag fixed-upstream tag is set, I can't do anything more, than waiting for a next patch release.
