I feel that libqt5multimedia5-plugins should have been installed through a dependency.
Since the program exposing the problem (qtqr) depends on python3-pyqt5.qtmultimedia, I filed the bug report against that package. Either python3-pyqt5.qtmultimedia, or a package it depends on should pull in libqt5multimedia5-plugins in my opinion.
