NMUs should be minimal [1], every fix needs to target (a reported) bug. While new upstream versions *can* be done in NMUs, this needs proper reasoning, as said, also in a bug against the package and probably also in this RFS. Have you checked whether the new upstream version breaks reverse depdendencies? NMUs needs to be announced to the package maintainer, you'll find nmudiff(1) handy for this task.
