However I don't really understand why the date of the NOTICE.txt file is
an issue. Who cares? This should be a pedantic level Lintian warning,
and not a cause for removal from testing.
Regarding the proposed fix, I think the best would be to fetch the
upstream tarball from GitHub rather than the Apache archive site, this
will ensure the timestamps are right.
