The bug was marked fixed in version 7.1.3-2. However the current src:pcp changelog does not include the changelog for 7.1.3-2, thus the BTS assumes this fix does not apply to the pcp in unstable (normally this situation implies the fix applies to another branch). https://sources.debian.org/src/pcp/7.1.5-1/debian/changelog Either you move the fixed versions or you fix the changelog.
