I've found a new case, https://openqa.debian.net/tests/542198#investigation (XFCE, netinst) libboost-iostreams1.90.0 is missing, which would have been pulled in by liborcus-0.21-0. That package is a depends of libreoffice-calc/libreoffice-calc-nogui/libreoffice-core and therefore the LibreOffice suite is missing.
