In version 1.7.0-7 of the PAM package, the patch that fixed bug #1103339 (incorrect group membership checks in `pam_access`) was reverted. This reversion occurred in commit 4e04fe03b270a7a19b1a09b1dbee83290f119d24 on Salsa.
