I agree that you cannot coinstall the packages. However, you can unpack
them concurrently and doing so produces a failure. Such unpacking
legitimately may happen during an upgrade and this upgrade scenario is
what the bug report is about.

Are you saying that varnish will be removed from trixie?

Yes, because there is a broken upgrade and as long as you don't add the
necessary breaks+replaces, the packages shall not migrate.
