I think you're might be reading too much into the -dev suffix, in Debian many packages use that as a more generic 'not needed by normal users/use', not just C shlib dev files.
My intention was to prefer having one frr-dev instead of (possibly) multiple overly specific ones, so future/additional stuff can be put in there too, without going through NEW again and keep things a little simpler (i.e. avoid micropackaging).
