This is the initial upload to Debian and closes the ITP bug #1138660.

ESBMC (Efficient SMT-based Context-Bounded Model Checker) is a software
model checker for C/C++ and Python programs. It verifies predefined
safety properties (array bounds, pointer safety, arithmetic overflow,
division by zero, memory leaks) as well as user-defined assertions,
using SMT solvers. This package enables the Z3 solver and the Python
frontend.

Changes since the last upload (addressing the review by Bo YU on
mentors.debian.net):

  * Collapsed the changelog to a single initial-release entry, as the
    package is not yet in Debian.
  * Vcs-Browser/Vcs-Git now point to the Debian packaging repository on
    salsa.debian.org, not upstream.
  * Enabled the Salsa CI pipeline (debian/salsa-ci.yml).
  * Replaced the versioned LLVM/Clang build-dependency alternatives with
    the unversioned default packages (llvm-dev, libclang-dev,
    libclang-cpp-dev, clang).
