This package is Architecture:all but installs files under
/usr/lib/x86_64-linux-gnu/perl5/5.40. That does not look correct
and probably makes the package unusable on !amd64.

Furthermore, this installation path makes debhelper add a dependency
on perlapi-5.xx as per the Perl policy [1].  So it currently depends on
perlapi-5.40.1, which makes it uninstallable with Perl 5.42 that recently
entered sid.

As arch:all packages cannot be binNMU'ed, the package will need a
sourceful upload to fix this.

The installed files do not look architecture specific to me, so possibly
the right fix is to get them installed under /usr/share/perl5 somehow,
rather than making the package Architecture:any.
