I'm not completely clear on what you meant, but here is what I saw:
In /etc/owl-dms/config.php I made the following setting:
$default->owl_root_url = "";
(I have owl-dms installed on it's own vhost.)
However in an e-mail that owl sent me, it appeared to use the setting
from the /usr/share/owl-dms/config/owl.php file:
$default->owl_root_url = "/owl-dms";
This is part of my confusion here. We have the same parameter in both
places, and it appears that I have to actually modify the file in
/usr/share/owl-dms to get the desired settings.

forget /usr/share/owl.,..
You cant just change /etc/owl, and config that are in.
maybe you had problem,, because owl use file() function in php,
I had some problems with it,,
if you try to use
ln -sf /usr/share/owl-dms /var/www/oooowww
When you try to access it in browser,, you will has a problem.
