A dependency-free fork/subset of the `byteorder` crate, maintained under the
image-rs GitHub organization, used internally by the `image` and
`image-webp` crates (already packaged in Debian) for their PNG/WebP codecs.

Needed transitively as a dependency of an upcoming WebKitGTK6-based rewrite
of `stremio` (wishlist bug #943703), via its use of the `image` crate for
thumbnail/poster art handling. Packaging note: its dev-dependencies
(quickcheck 0.9, rand 0.7) are not in Debian; a patch ports the mechanical
API surface to quickcheck 1.x/rand 0.10 (Debian's versions). Most of the
property-based test suite passes with this port, but a subset relies on a
quickcheck 0.9 semantic (Gen::size() bounding generated-integer magnitude)
that 1.x removed; that subset is marked broken, documented in the patch.
The library itself has zero runtime dependencies and is unaffected.
Already packaged and verified (full build + autopkgtest + lintian) against
unstable with this patch; will upload once this bug is assigned.
