Dear Maintainer,
I would like to share the update of the GNU GLOBAL package to the newly
released upstream version 6.7 for Debian (x86_64).

### 🛠️ Changes and Packaging Fixes Applied:
1. New Upstream Version (6.7):
- Successfully updated source tree from 6.6.9 to GNU GLOBAL 6.7.
2. Patch Series Cleanup:
- Removed obsolete
'0003-Support-building-with-distro-provided-sqlite3.patch' as upstream now
natively handles '--with-sqlite3' cleanly.
- Refreshed remaining quilt patches against the 6.7 codebase.
3. Debian Standards & Policies:
- Updated Standards-Version to 4.7.0 in debian/control.
- Added 'Rules-Requires-Root: no' to adhere to modern Debian policy.
- Configured debian/rules with '--with-sqlite3' to link against system
SQLite3.
4. Verification & Testing:
- Successfully built and packaged 'global_6.7-1_amd64.deb' with
dpkg-buildpackage (0 errors).
- Package installed and verified:
$ global --version
global (GNU Global) 6.7 (Powered by Berkeley DB 1.85 and SQLite3
3.8.7.1)
