The hanging of make was mitigated in debian-edu-doc by: https://salsa.debian.org/debian-edu/debian-edu-doc/-/commit/46b588999a3302269c1e1ba34a98ba0a8aff4d8a(by using := assignments in Makefile, not = assignments). No clue if this has additionally been addressed in GNU make, too.
But, asking a question: why are you asking (I have a suspicion but I'd like to hear first)?
