I can reproduce this locally with autopkgtest, like this:

I can also reproduce it with a vanilla Debian unstable debvm:

    $ debvm-create
    ...
    $ devm-run
    ...
    root@testvm:~# apt install --reinstall systemd
    ...
    Setting up systemd (262~rc2-1) ...
    Can't exec "kill": No such file or directory at 
/usr/bin/deb-systemd-invoke line 179.
