PHP gettext classes are used only when PHP gettext extension is not available or ngettext support is not present. Debian compiles PHP with --with-gettext. Sarge contains PHP version newer than 4.2.0 and ngettext support is present. SquirrelMail won't load internal gettext functions because they are not needed.
