there seems to be no progress on this and I would like to get this solved for forky.
Therefore, if there's nothing happening until end of September, I'll reassign this bug to src:ftp.debiann.org in order to get the removal processed, and I'll add a transitional package bin:rng-tools5 to src:rng-tools.
