I have reassigned the bug to muffin, since that is where the behaviour lives, and I am closing it with 6.6.3-1: unstable went straight from muffin 6.4.1-1 to 6.6.3-1, so it carries the 6.6 series you tested as working (Cinnamon 6.6.4 / muffin 6.6.1).
For the record, I could not find a single commit fixing this: between 6.4.1 and 6.6.3 nothing substantial changed in the muffin code that applies the repeat settings, so it looks like a side effect of the keyboard layout rework that dropped libgnomekbd in the 6.6 series. That also means there is nothing sensible to backport, so on trixie it will keep behaving as you described; the workaround from the upstream issue (an `AutoRepeat` option in a separate file under `/etc/X11/xorg.conf.d/`) is the practical answer there.
