Dear Maintainer,
Htslib 1.24-2 currently fails to build on 12 architectures due to a single
missing symbol:

dpkg-gensymbols: error: some symbols or patterns disappeared
    - htslib_nibble2base@Base 1.21
    +#MISSING: 1.24-2# htslib_nibble2base@Base 1.21

This is not a compiler or porting problem -- compilation, linking and the whole
test suite pass. The symbol genuinely does not exist on these arches: it is a
function pointer in simd.c guarded by BUILDING_SIMD_NIBBLE2BASE, which
sam_internal.h only defines for x86-64 SSSE3 or ARM NEON.

The (arch=...) qualifier for this symbol was added in 8aa8075 back in 2024-11
and dropped accidentally in 5019956 while the version tags were reworked for
upstream 1.24. Restoring it fixes all 12 arches at once:

    - htslib_nibble2base@Base 1.21
    + (arch=amd64 arm64 hurd-amd64 x32)htslib_nibble2base@Base 1.21

It has been correct for over a year and a half -- 1.22.1+ds2-1+b2 build
successfully on all of these arches while the qualifier was still present.
Suggested for a 1.24-3, Thanks!

Best regards
Na Zhang
