Hi,

in an upstream pull request [1] I added two new values for Unattended-Upgrade::MailReport. One of them, "on-upgrade", sends the mail only when packages were upgraded or removed, or on error: packages that are kept back (blacklisted, on hold, or not installable) are still listed in those mails, but never trigger a mail by themselves. The default stays "on-change", so who wants to be told about kept back packages on every run, as Michael suggested in this bug, keeps that behaviour.

The other new value, "on-new-change", reports a kept back package only once, and again only when a newer version of it is kept back.

As far as I can see, "on-upgrade" is what this bug asks for since the original report: no mail when nothing was upgraded. Do you think it can be considered fixed by that? If so, I'll add "Closes: #625847" to the commit message, so that the bug is closed at the next upload once the pull request is merged.
