Actually, the calls to on_ac_power in checkfs.sh and checkroot.sh were written explicitly to work as before when on_ac_power are unavailable, and only skip fsck if the binary is found and report that the laptop is on battery, to handle gracefully all installations where /usr/ is unavailable. If powermgmt-base is changed to move the binary to /bin/ or /sbin/, that is fine with me, but I do not believe any versioned dependency is needed for initscripts as it will work just fine both with and without and old and new powermgmt-base package. I've updated the comment in the init.d scripts to try to make this more clear, and will close this bug with the next upload when these comments make it into the archive.
