I am in a directory.  Below is www/mycart/mycart.cgi.  I try
typing:

   perl -c w<TAB><TAB>
   perl -c www<TAB><TAB>
   perl -c www/<TAB><TAB>

to check syntax, it does not complete the directory or filename.
Nothing happens.  This is a new behavior as of 3.1-4.

If I try:

   perl -c <TAB>

it gives me a list of possible perl flags.

The man page says that when other completions fail it will fall
back on directory/filename completion.  This does not appear to
be the case in this version.
