Thanks for the detail, I still can't reproduce your exact problem, but I
have fixed several bugs with unattended upgrades and ucf that were
definitely causing problems.

I suspect that this bug is simply another failure case of one of those
problems that my environment cannot reproduce. At this stage I'm going
to mark the bug as closed in the next upload.
