On my host, root has TMPDIR=/tmp/root set in its environment.  When I
restart xinetd (/etc/init.d/xinetd.d start) with this set, it
propagates through to xinetd and then to the services that xinetd
starts.  Since /tmp/root is readable only by root, this causes some
services that run with less than root privileges (e.g. smbd) to fail
mysteriously.

xinetd should clear TMPDIR from its environment, either before it
starts itself, or before it starts other services.
