Justification: fails to build from source

Dear maintainers,

Thanks for your work.

I tried to build this package from source by debuild on several
machines. But it failed on all the machines, I am not sure, maybe
something missed in control file? 

I have also installed these packages myself:
$ dpkg -l|grep libarts

The debuild still failed with these error messages:
