Thanks for the explanation. I've asked around, and there seems to
be no sane way to solve this: Emacs' syntax tables are just
context insensitive.
Is the 0'a construct that common that setting
`prolog-char-quote-workaround' to non-nil by default makes sense?
I haven't seen it at all so far.
