Yes, that's fine. The bug address is for the archive and for the maintainer of dvipsk-ja, while I'm one of the teTeX maintainers and do not get mail sent to the bug address. So the file exists on your system and is found by kpsewhich, and it is strange that dvips doesn't find it. Unfortunately, I cannot reproduce this; but this may be because I don't have a dvi file that needs texnansi.enc.
