Many people using laptops/desktop don't run an MTA.
And given that apt-listchanges has the option to disable mailing in case
the user only wants to read them during the installation time, it
shouldn't depend on an MTA.
It should instead only Recommend.

This bug is not for the current version on apt-listchanges that I have.
It is for version 2.61 which depends on exim.
