I'm sure Steve's explaination of how debian packages are built is not clear to you.

This is not a bug. It may happen (and in fact it happens almost every time due to me being in the CET timezone and uploading packages in the evening while dinstall is run) that architecture independent packages (i.e. '_all' .debs) are installed in the archive while architecture specific packages (i.e. '_{i386,sparc,powerpc,mips,etc}' debs) are not yet built.

You can fix your systems switching from apt-get to aptitude that will not try to upgrade packages until all the pieces are built and available. apt-get dist-upgrade is not smart enough.
