If the upstream package does not list the copyright holders, then it
is meaningless to list a license (how do we know that they are legally
allowed to apply that license?).

The list of authors is good, and if they have not given up their
copyright (by writing code for an employer, or by "publishing" it in
the public domain), then I believe they could be safely listed as the
copyright holders.  Of course, it doesn't hurt to ask.

In any case, this doesn't make sense:

  Copyright:
    You are free to distribute this software under the terms of
    the GNU General Public License.
    On Debian systems, the complete text of the GNU General Public
    License can be found in /usr/share/common-licenses/GPL file.

The GPL is a license, and cannot be a copyright holder [0].
