Single quotes in the mailcap entry are harmless but useless in normal easy cases, and could perturbate expansion and auto-quoting of more complex ones. Extract from the Mutt manual: | 3.2. Secure use of mailcap [...] | Keep the %-expandos away from shell quoting. Don't quote them with | single or double quotes. Mutt does this for you, the right way, as | should any other program which interprets mailcap. There is more there, and also see $mailcap_sanitize variable. Bye!
