  Somehow both.

  The problem is that indexes in /var/cache/beagle are created as
beagleindex user, which is created at beagle installation with
$HOME=/var/cache/beagle

  But when your use beagle as a normal desktop user, it is beng run as
you, with your permissions. Thus, if you force that created homes don't
have world readabe permissions, this will make beagle to fail.

  I will add a chmod call after creating beagleindex account to assure
that /var/cache/beagle is always world readable. In the meantime you
should make /var/cache/beagle 0755
