When I completed the game, it went through the win dialogs, but then it informed me my moon base had been discovered. That put me over 100%, which meant I was discovered, so I lost. After informing me I had won. I am not completely certain the win and loss were exactly simultaneous, because I had speed set to maximum, but the win script did run first. Being told I had finally won, and then being told it was too late, was ironic to say the least.
