As for solving the ordering bug, I suspect we need to convert to using dependency based ordering to fix it. The current mess is just too hard to fix incrementally. I mean something like insserv, calling update-bootsystem-insserv to reorder everything and then change update-rc.d to use dependency info when inserting symlinks in the /etc/rc*.d/ directories.
