These versions are still in active use, which makes it impractical to include a gettext in etch that doesn't support them. I'm filing this as a separate bug, because whereas the other problems are caused by deliberate behavior changes (indeed, improvements) in gettext, this is a regression that can be fixed by removing gettext.m4's and po.m4's dependency on newer automake macros.
