I'm not sure what the correct modules.conf file to use is, when you're
trying to build your own policy...

Say I want to build a strict policy, I should use modules.conf.strict,
right? However, the current source has this:

-rw------- [...] modules.conf
lrwxrwxrwx [...] modules.conf.dist -> modules.conf.strict
-rw------- [...] modules.conf.strict
-rw------- [...] modules.conf.targeted

modules.conf is the default (which probably won't work with Debian).
Isn't that an error? Did you actually mean this?:

-rw------- [...] modules.conf.dist
lrwxrwxrwx [...] modules.conf -> modules.conf.strict
-rw------- [...] modules.conf.strict
-rw------- [...] modules.conf.targeted

Or did I miss something? AFAIK typing 'make install' and similar
commands in the policy sources will use modules.conf (not
modules.conf.dist, for example), so that has to be the correct link to
either *.strict or *.targeted, I guess.
