Sysvinit's changelog implies that the recovery script is shipped by that package, not by sysv-rc. Sysvinit does not depend on sysv-rc... it only has a pre-depends: sysv-rc (>= 2.86.ds1-1.2). That's not sufficient to force onto the system a version of sysv-rc that will contain the fix.
