From a log of a build of your package (which is the minimum information you should supply when filing an RC bug on debhelper): dh_fixperms -pmaildrop -X lockmail.maildrop -X maildrop -X maildrop matches and excludes /etc/maildroprc. This would appear to be a bug in your package or associated build machinery (cdbs?) for not using -X correctly, and not a bug in debhelper. -- see shy jo
