Indeed, you are right. I fear we are not the only ones with that problem, since debconf-devel talks intensively about using debconf in postrm, without mentioning any special care that is needed to avoid this problem. Fixing this is trivial in our case, because debconf isn't used at all (and the debhelper snippet takes care for proper conditional loading itself). But in other cases, it might be more tricky.
